Clothing Manufacturer for Saudi Arabian Brands

SDF Clothing produces private label apparel in Bangladesh for Saudi brands and importers. Saudi Arabia is one of the largest clothing markets in the Gulf, and also one of the strictest: every textile shipment needs conformity certificates before it can clear customs.

This page explains what SASO and SABER require, how duty and VAT add up, and how we build production around a certificate so your goods are not held at the port. First orders start at 300 pieces per style, with a written quote inside 48 hours.

Rules and rates last reviewed 1 October 2026. Always confirm the current tariff line with your customs broker before you place an order.

What a Saudi importer needs before an order ships

Conformity schemeSASO textile technical regulation, processed through the SABER platform. It applies to products made of 80% or more textile fibre by weight.
CertificatesA Product Certificate of Conformity (PCoC), valid for one year, and a Shipment Certificate of Conformity (SCoC) for every consignment. Both come from a SASO-approved certification body.
Assessment typeMost clothing needs product testing (Type 1a). Underwear and children’s textile products need Type 3, which adds a factory inspection.
Customs dutyAbove the 5% GCC base. Saudi Arabia raised duty on many clothing and textile lines to 15% in June 2020, so check the current rate for your HS code.
VAT15% on imports.
LabelsArabic is required on the product label. English may be added.

How SASO certification works for clothing

The Saudi textile regulation covers clothing, home textiles and carpets. It checks safety and quality through lab testing, and it also controls labelling. Testing looks at items such as pH value, colour fastness, formaldehyde, heavy metals and banned azo dyes.

The importer, or the exporter working with a certification body, registers the product on SABER, submits samples and a technical file, and receives the PCoC after a passed test. Test results usually take one to two weeks. Each shipment then needs its own SCoC before it leaves the factory country.

  • Plan the certificate before you place bulk: a failed test after production means rework, so we run pre-checks on dyes and finishes.
  • Change of fabric, trim or dye house can require a new test. Keep the certified specification fixed once approved.
  • Children’s wear and underwear take longer because they need a factory audit as well as testing.
  • We supply the technical information a certification body asks for, and our factory records are kept ready for inspection.

Arabic labels and product information

Saudi rules put Arabic first. Fibre content, care information and origin must be readable in Arabic, and the label information has to match what the lab report says. A mismatch between the label and the test result is a common reason for delay.

Send us the Arabic text your certification body approves, and we sew or print the labels to that artwork. Our garment label guide shows the usual positions and formats.

Duty and VAT: Saudi Arabia is not the UAE

It is tempting to treat the Gulf as one tariff zone at 5%. Saudi Arabia applies its own national tariff schedule on top of the GCC framework, and clothing was among the categories where rates rose to 15% in 2020. Other lines may differ. Your customs broker should confirm the rate for each HS code before you fix a selling price.

VAT is 15% at import, which is three times the UAE rate. The cash you need at clearance is therefore much higher than in Dubai, even though VAT is recoverable for a registered business.

Shipping into Saudi ports in 2026

Saudi Arabia has two coasts, and both are affected by regional security issues. Dammam and Jubail sit inside the Gulf, where carriers have applied emergency charges and changed schedules since early 2026. Jeddah is on the Red Sea, where many lines have also rerouted or limited services.

We do not promise a fixed transit time. Instead we request a live routing from our forwarder when the order is confirmed, compare sea-plus-land options, and give you the ship date and total freight in writing before you pay the balance.

Products that suit Saudi buyers

Saudi demand favours modest silhouettes, fabrics that handle heat, and strong uniform and workwear programmes. We produce modest fashion, workwear, activewear and T-shirts. For children’s wear, plan extra time for the Type 3 assessment.

Export documents and origin marking

Swiss trade-promotion guidance lists a chamber-certified certificate of origin as a standard requirement for Saudi shipments and says certificates of origin do not need consular legalisation. Some importer guides also ask for the commercial invoice to be chamber-certified and for an Arabic translation, so ask your importer which set applies to your shipment.

Goods must carry a permanent country of origin mark. On clothing that means a sewn-in label, which we add to your specification. Since 1 October 2025, importers must also obtain a shipment certificate through SABER before filing the customs declaration, and without it customs cannot clear the goods. Ask your importer to start the application before the vessel arrives.

Planning around Ramadan, Eid and national holidays

Ramadan is expected to begin around 8 February 2027, with Eid al-Fitr around 9 to 10 March 2027, depending on moon sighting. Saudi Arabia also marks Founding Day on 22 February and National Day on 23 September, and retailers often run promotions around them.

Count back from your warehouse date using bulk production of 30 to 45 days after sample approval, the time for your SASO product certificate, and shipping. Because the certificate has to be in place before clearance, start it while production is still running, and book any spring deliveries before the Bangladesh Eid closure.

Landed cost example for a Saudi importer

This example assumes a 15% duty rate for illustration. Your HS code may carry a different rate, so treat the numbers as a template.

Factory price (FOB Chattogram)USD 10,000
Freight and insuranceUSD 1,800 (varies widely in 2026)
CIF valueUSD 11,800
Customs duty at 15% of CIFUSD 1,770
VAT at 15% of (CIF + duty)USD 2,035.50
Import taxes in totalUSD 3,805.50

Certification fees and testing costs are separate and depend on the certification body and the number of styles. Ask for a quote before you finalise your range.

Saudi import questions

Do I need a SASO certificate to import clothing?

Yes. Textile products with 80% or more textile fibre need a Product Certificate of Conformity and a Shipment Certificate of Conformity issued through the SABER platform. Goods without them can be held at customs.

How long does the certificate take?

Testing typically takes one to two weeks and the certificate follows within days, but sample delivery and re-tests add time. Children’s wear and underwear need a factory assessment and take longer, so start certification before bulk fabric is cut.

What duty do Bangladesh clothes pay in Saudi Arabia?

The rate depends on the HS code. Saudi Arabia raised many clothing lines to 15% in 2020, well above the 5% base used in the UAE. Ask your broker to confirm the line for each style, then add 15% VAT.

Must labels be in Arabic?

Yes. Arabic is required on the product label, and English can appear alongside it. The label content must match your test report.

Can you ship to Jeddah, Dammam or Jubail?

Yes. Both coasts are affected by regional shipping disruption, so we quote routing and freight live at order confirmation and tell you if a land bridge or an alternative port is cheaper.

What is the minimum order?

The first brand order starts at 300 pieces per style. Certification cost per style can be significant, so many Saudi buyers begin with a tight range of best sellers.

What export documents does a Saudi importer need?

Typically a commercial invoice, packing list, bill of lading and a chamber-certified certificate of origin, together with the SASO product and shipment certificates. Some importers also ask for Arabic translations, so confirm the list with yours before shipping.

When must the SABER shipment certificate be obtained?

Since 1 October 2025 the importer must obtain it through SABER before filing the customs declaration. Ask your importer to start the application before the vessel arrives so clearance is not delayed.
